SEER-DMS Project Definition

A project definition is an informal contract among the project stakeholders which defines the purpose and boundaries of a given effort and determines the parameters of a meaningful and effective solution.

The following are the components of the SEER Data Management System's project definition.

• Stakeholders - anyone who can impact or be impacted by the effort;
• Intentions - the organizations' reasons for initiating this effort, and the results that are expected from the effort;
• Values - beliefs and priorities that were identified to enable consistent decisions and actions in unanticipated situations;

  • Ranking of Likely Conflicting Values
• Focus Statement - the individuals, operations, and level of detail to be considered in the development of the solution;
  • Breadth
  • Perspectives
  • Depth
  • Universality
  • Scope of Integration
• Context - a mechanism for considering opportunities, facts, and potential risks;
  • Latitudes (Freedoms, Directions, and Constraints)
  • Uncertainties (Risks, Opportunities)
  • Understandings (Facts, Assumptions, and Obstacles)
• Project Approach - set of techniques and methods that will be used in the project;
• Project Organization
