A stakeholder is anyone who can impact or be impacted by the effort. The stakeholder list was developed to help us appropriately consider and inform all of our stakeholders throughout the project. Within this list, another portion of the project definition (see "Perspectives") will identify the stakeholders whose point of view should be emphasized. This means for example that they are represented in gatherings, or that we interview a representative, or that we take time to think of their point of view. The stakeholders are listed in the order identified and are not considered to be ranked.
